Financial Crime Compliance Investigations - Regional Manager Internal Investigations



The Financial Crime & Compliance Investigations (FCCI) Unit comprises of several teams that conduct complex & serious investigations across all types of fraud and financial crime risk. The role holder is principally responsible for investigations into the most serious financial crime. Role holders must be able to conduct competent investigations into all types of Financial Crime, working alone/as part of a team, sharing knowledge and experience as appropriate. The role holder is required to assist the Senior Investigations Manager, FCCI in designing and deploying, policies, procedures and strategies that will minimise risk of Financial Crime within or against HSBC.

Duties & Responsibilities

·         Assisting a team of investigators who undertake detailed financial crime investigations

·         Day-to-day, ensuring compliance with procedures, Global Standards and local legislative/regulatory requirements are met across all financial crime risks, i.e. Sanction, Anti Money Laundering (AML) Anti Bribery & Corruption (AB&C), Fraud and GIIG (Global Internal Investigations Group).

·         Assist the Senior Investigations Manager FCCI in identifying best practices/ procedures providing guidance and solutions to the Business and / or involved areas, in timely and effective manner for each of the identified cases focusing on control weaknesses, responsible and decision

·         Assisting the FCCI Investigations Manager and Regional Head FCCI, providing expertise to the implementation of globally led change initiatives within regions across all Financial Crime and Risks

·         Building collaborative and excellent working relationships with internal/external stakeholders

·         Identifying cases which meet the criteria for escalation to the Regional Investigation Oversight (RIO) Committee

·         Providing clear lines of investigation for each case and streamlining processing to minimize duplication of effort

·         Directing and implementing investigations to ensure they are efficiently and effectively managed within the agreed timeline whilst remaining mindful that investigations can be diverse and complex, adapting an approach to the requirements of each investigation

·         The proactive identification, mitigation and timely recovery and reporting of  financial losses

·         Supervision of FCCI related tasks formed and closed by team members within the Case Management System

·         Provide guidance and identify ongoing improvements of practical guidance to business lines in respect of queries which relate to an investigation

·         Providing clear direction and support to team members, acting as a “go-to” person, escalating any immediate issues/concerns to Senior Management/HR if necessary.

·         Maximise loss recovery and minimise risk exposure by taking prompt action where required.

·         Provide oversight of intelligence / case files being shared with Law Enforcement / government agencies

·         Assist in complex Global investigations as well as GIIG lead investigations as requested.

·         Ensure that the Bank’s interests are externally represented in order to build and reinforce professional and positive relationships with external customers/stakeholders. Maintain close relationships with Law Enforcement and other government agencies involved in the management of cases.

Knowledge & Experience

·         Investigative skills from law enforcement, regulatory, forensic accountancy or legal disputes. Seasoned professional with direct involvement, particularly within FCC environment

·         Ability to undertake intrinsic investigations/analysis of customer activity and Case Management experience

·         Good working knowledge of Sanctions, Financial Crime and AB&C legislation  in the region and, associated regulation & guidance

·         Ability to manage and lead change, contributing to joining up with the other teams in Risk and Business globally

·         Ability to recognize suspicious financial activities and escalate to meet internal/external regulatory requirements

·         Lateral thinker with an ability to exercise strong judgement, interpret and solve complex issues, working independently for extensive periods of time with minimal supervision

·         Excellent attention to detail required along with a high level of analytical competency

·         An inquisitive approach to practices, procedures and specific transactions. Personal authority and integrity. Independence, creativity, resourcefulness and resilience

·         Excellent communicator with strong inter-personal and influencing skills, who will be able to adapt their approach for different audiences

·         Proficient user of Microsoft Office
