"We are being punished at a point that we can't do anything about ourselves.
"That is troublesome."
Paul Blokhuis, State Secretary for Health, Welfare and Sports, kept in touch with the Dutch Parliament, promising the protest panel would be made free of the doping authority.
"This gives the board a totally autonomous position, yet that sets aside time," Blockhuis said.
The necessary advancement needs an adjustment of law, which should be passed by Parliament.
