For Spokane Indian Youth Baseball, President Dana Richardson says it's influencing the children. 

"We don't generally know early, yet we ask them [coaches] to be ready with a parent, or an associate mentor or someone to step in light of the fact that when there is no umpire there, it truly detract from the game and what children experience and what the player experience," he said. 

The children are the explanation, Kelly clarified, umpires are being extended out far the present moment. 

"Everything's about the children, so we're doing a few things strange that we most likely wouldn't do," he said.
