Spartz was born in Ukraine in 1978. She immigrated to the United States in 2000 and became a citizen in 2006. She earned a bachelor's degree in economics from the Kyiv National Economic University and an MBA from the Kelley School of Business at Indiana University.
Spartz began her career in the private sector, working as an accountant and financial analyst. She later founded her own business, a financial consulting firm. In 2017, she was elected to the Indiana State Senate, where she served until 2020.In 2020, Spartz was elected to the U.S. House of Representatives, representing Indiana's 5th congressional district. She is a member of the House Armed Services Committee and the House Small Business Committee.
In addition to her work in Congress, Spartz is also a businesswoman and farmer. She and her husband own a farm in Indiana, where they raise corn, soybeans, and wheat.
Spartz is a role model for Ukrainian-Americans and for all Americans who believe in the power of the American dream. She is a strong and determined woman who has overcome adversity to achieve great success.
